    I do have the details correct.

    As I said, it will take a couple of years to phase in, but the end result is what I said it is.

    You are getting hung up in the details of the phase in.

    You are correct that those who are currently sixty seven will not pay anything.  But that does not mean that those who turn 67 will not pay anything.  Once those who are currently 67 all die, no one will be left in this catagory.

    Those who are currently 60-67 will get the 20/40 exemption.  This group will go away in 7 years when everyone in this group will be older than 67.

    In the future there will be only two groups, those who are under 67 and taxed, and those who are over 67 and taxed with a 20/40 exemption.
