    . . . if the U. S. population were still between 8,000,000 and 10,000,000.  The last I checked (confirmed by this chart here), that hasn't been an issue since the 1830 census, which effectively moots that argument.

    The question perhaps ought to be, what did the ratifying states actually ratify?  If it's the wording as provided, then that's what we've got . . . period.  The "Irresolvable Math Error" (as Thirty-Thousand analyzes it) is an issue that ceased to be relevant 198 years ago.
