    There's nothing contradictory at all about the two. I agree that making that change would be good. But it doesn't free up General Fund dollars as Saul and others have attempted to mislead people into believing. Or are you trying to claim that Federal Medicare and Medicaid dollars that are saved by reforms can be directed into the General Fund?
