I hope Leon does NOT appeal.  While he's probably right on the federal law question - it is a more complicated question than he portrays it, it is a question where the "circuits are divided", and a question that will make to the Supreme Court eventually.  The direction the Supremes have moved in over the years is against residency requirements, and clearly against registration requirements, but good precedents are made with better cases than this.  Leon's case is complicated and the Dems will use nuances to confuse the issue - and that could lead to a bad precedent nationally for the petition-rights movement (which is bigger than Leon).  Plus, politically, Republicans are not unified on this case, and Democrats are.  Courts rule in political ways as well as purely legal ones -- this is not a good case to take to federal courts. He'd be suing a Republican Secretary of State to attack Dems, in a case that won't happen in time anyway.  I'm not saying there isn't a time to fight the whole system - but this one isn't the time.
