BTW..

Years ago, I owned a towing company.

The 'road rules' as they were limited my ability to move vehicles beyond certain distances without a license authority to do so.

License cost? $100

Pre-requisite to get license? Approval by one of my competitors who already had the license.

My equipment was newer for the class of towing to be done, and probably more safe, but at that time it didn't matter.
