    The VRA applies to the whole country.  Clyde and Buena Vista are the only jurisdictions in Michigan that require preclearance (preapproval) from the Justice Department or DC Circuit Court of Appeals.

    Any plan can be challenged as not complying with the VRA but actually getting one overturned isn't easy.  Based on KRex's report, there is no way that a Hispanic district is required.
