    If your only concern is to make enough revenue to cover expenditures, you can end up with an unfair tax system.  If taxes on the rich were high enough, the government could offset allowing low-income people to not pay taxes at all.  Using an argument that balancing the checkbook should be the only factor involved in making tax decisions is what leads to a system like that.

    If from the beginning, politicians had said, "We're going to keep taxes even for everyone," they wouldn't have been able to institute progressive tax systems, and raising taxes as much as they have on the rich would've led to huge outcry from the middle class, so the result would've been drastically lower spending instead of increased taxes.
