    . . . on unemployment, one has to re-certify every two weeks.  Once you roll over to extended benefits, one also has to fill out a Bi-Weekly Record of Work Search as a part of that re-certification.  (A minimum of three applications submitted or followed-up per week.)  The record of work search requires enough contact information on the potential employer that the state could independently verify whether or not an application was actually submitted.

    I think that this could be readily adapted to welfare benefits.  Re-certify no less frequently than every four weeks, and provide evidence that you've submitted at least three applications per week for the most recent four weeks.  No re-certification, your benefit check gets held up.
