    BUT..

    Technically, a 'handyman' or anyone performing a repair that could be considered a carpenter's task falls into this legal definition.

    There really is a point to be made here.  If you swing a hammer, you play by THEIR rules, not your own.

    I believe in contract, I believe in liability, and i believe in actionable offenses such as fraud, or theft being prosecuted.

    It seems that small paragraph above might apply itself quite well when speaking to the limitations placed on a profession of ANY sort.  Certainly people can argue that draconian licensing procedures protect against such things, but I would argue its not so effective as it might seem on the face.  Further, it limits the ability of people with real talent who will have limits placed on them before they are able to use those talents.

    Personal responsibility is key.  Not a government that can be played.
