How does a health care exchange relate to the problems described in Ms. Nobel's testimony? From what I understand, a health care exchange would not exacerbate any of the problems in the health care industry that she outlines. Nor would it be incompatible with any of those bullets.
How does implementing a health care exchange give leverage to Obamacare? If a health care exchange is created in Michigan, the lawsuits against Obamacare will still go forward and Obamacare can still be repealed or defunded should the Republicans have a major victory this November. Otherwise, Obamacare will live on regardless of whether Michigan makes a health care exchange or not. It seems to me that Snyder is using provisions of Obamacare as leverage for this idea, rather than this giving leverage towards Obamacare.
