    Your conclusion about supporting Proposal 4 was that of a good conservative, but you reached it through illogical grounds, because your premise is faulty.  Your premise is actually a very liberal, socialist premise:

    "When attempting to define such things, consider "Public USE" as roads, government building projects, infrastructure.... Alternately, "Public USE" is non-conditional, and therfore serves all people of the community equally."

    The thing is, none of what you described as "public use" actually served people equally.

    Not everyone uses roads at the same level--certainly not everyone uses federally funded roads at the same level (some people probably never even at all).

    Not everyone uses police services equally.

    Not everyone uses public education equally.

    Not everyone uses public libraries equally.

    And not everyone in a place like the UK uses the NHS equally.

    Your premise is that things of the public use nature are used equally, therefore it's permissible to tax us to support them.  But that premise is incorrect.  Virtually nothing is used equally by Americans.  The reason that we (or at least that I believe it is permissible to) tax people to pay for police, roads, libraries, school, etc. is because society has determined that the government should redistribute resources in order to provide for those who could not otherwise afford it.  This is a socialistic principle.  But simply supporting some socialistic principles does not make one a socialsit.  It is when you find yourself wanting to redistribute resources for a majority of things that COULD be done by private companies/citizens that one crosses the line to being a socialist.
