    the time frame for millage issues might also be a factor.

    Anyhow, I am considering an action based on this locally.  If you are correct, it plays out to a point where Kramer is recognized, and once again the constitution is abused.  Which came first, an absolute 10th amendment, or a selectively enforced poorly interpreted 14th?
