    To help you figure things out, there is a Scoop Admin Guide which can hopefully answer most of your questions.

    Some tips:

    • Most of the layout is changed in "Blocks", found in the admin tools menu
    • Features can be turned on and off, and configured, in "Site Controls" in the admin tools menu
    • Stories have an "edit" link right beside the "Full Story" link on an index page, and right beside the "Post a Comment" link on the full story page. They can also be edited by clicking the story title in the "Story List" admin tool
    • Boxes are what allow you to write new features for Scoop; they require a knowledge of the perl programming language to work with effectively, although you can often make small changes without knowing much perl. If you would like a feature added but cannot program it yourself, ScoopHost does custom Scoop programming as one of its services.
    • If you aren't sure where to look for a particular feature or piece of display, try the "Search Admin Tools" link in the admin tools menu.

    This thing.. Taxpayer supported art.

    Perhaps allowing for more levied taxes to support the arts is not such a great response?  

    Senate Bill 1578 looks like a lot of fun..

    "A SUMMARY OF SENATE BILL 1578 AS PASSED BY THE SENATE 10-10-10

    The bill would create a new act, the Art Institutes Authorities Act.  Under the bill, a county could establish an art institute authority that could levy a millage of up to 0.2 mill, with voter approval, to support "an encyclopedic [comprehensive] art museum whose primary art collection and facility . . . are owned by a municipality located in the state."   (This would apply, at least, to the Detroit Institute of Art.)

    Generally speaking, the proposed new act would mimic an existing act, the Zoological Authorities Act, created by Public Act 49 of 2008, which provides tax support for the Detroit Zoo.  Following is a brief description of the proposed new act.

    Under the Art Institutes Authority Act, a county could form an art institute authority that would contract for art institute services with an art institute services provider.  The authority could, with voter approval, levy a tax of up to 0.2 mill for up to 20 years on all taxable property within a county to provide revenue for an art institute owned by a municipality.  An authority, however, could not participate in the governance of the art institute."

    Another reason to plant eyes on the back of your head, and sleep a few hours less.

    According to sources in the legislature, the house will approve by adding an amendment that includes the DSO in the language.  This means the bill will have to return to the senate.

    Perhaps it is a good time to call?  Numbers below
