The site you linked to advocates for reducing both legal and illegal immigrations. Santorum supports expanding legal immigration for skilled workers in order to boost the economy, which earned him his worst ratings from the site you linked and are responsible for his low grade. His other two poor ratings are based on a handful of votes he made a while back, not unlike a couple of his positive ratings. He doesn't really have much of a record on anything with regards to illegal immigration, other than stating that he strongly supported a fence backed with sufficient manpower.
