To help you figure things out, there is a Scoop Admin Guide which can hopefully answer most of your questions.

Some tips:

Most of the layout is changed in "Blocks", found in the admin tools menu
Features can be turned on and off, and configured, in "Site Controls" in the admin tools menu
Stories have an "edit" link right beside the "Full Story" link on an index page, and right beside the "Post a Comment" link on the full story page. They can also be edited by clicking the story title in the "Story List" admin tool
Boxes are what allow you to write new features for Scoop; they require a knowledge of the perl programming language to work with effectively, although you can often make small changes without knowing much perl. If you would like a feature added but cannot program it yourself, ScoopHost does custom Scoop programming as one of its services.
If you aren't sure where to look for a particular feature or piece of display, try the "Search Admin Tools" link in the admin tools menu.

The Michigan Welfare Rights Organization (MWRO), headed by Maureen Taylor, has been telling Detroit welfare recipients to occupy foreclosed homes around the city. "You can't imagine," Taylor told WWJ in Detroit, "when we get to work at 9 and 10 in the morning, there are 20 to 30 people in the hallway talking about `I don't have any more money, my rent is due' - three or four months behind - what can I do? And its unreal, because we don't have answers except to say, `here's a list of houses that we have intercepted that have been repossessed by banks, pick one and move in.'" To boot these trespassers out of the homes, banks are forced to take MWRO to court.

Terri List says she would tell her students not to become a teacher in Michigan.
Why?
One of the reasons is because the Saginaw Township Community School District English teacher won't be able to retire at age 47 as she has hoped.
List was highlighted by the Michigan Education Association as one of the critics of Senate Bill 1040, which would require public school employees to contribute at least 5 percent of their compensation to their retirement plan.
The MEA reported on its website: "Saginaw Township teacher Terry (sic) List had hoped to retire in the next three years when she was 47 years old. That wouldn't be possible under SB 1040. List would have to work another 16 years to be eligible for health benefits."
"By the time I'm 60, I would have put in 43 years of service, earning a salary at the top of the pay scale. How does that save the district money? You could hire two people for the cost of one and encourage young people to join the profession. Right now, I would not recommend to my pupils to become a teacher in Michigan."
List didn't respond to an email seeking comment.

Michigan Should Honor Legitimate Contracts

An amazing thing happens when someone is promised one thing based on a particular constituency occupying the government. When unions sell their worth to the membership, they sell it in the way that God might breathe life into our bodies; as a right that no man shall abridge. They work hard to procure contracts that both 'guarantee' wages, and protect a particular lifestyle, in a way that is permanent. We've all heard the living wage argument and claims that unions built the middle class.

Now don't get me wrong. I am a firm believer in contracts. I ARE A RULE OF LAW GUY.

If a contract is created between parties, those parties ought to be bound to the terms of the contract.

Makes sense right? As an example, if I voluntarily agree to terms that bind me to a particular end (like paying on a phone contract), in exchange for something else (the use of the phone service at a particular rate), then I should be held to account for the terms of the contract agreed upon. If a termination of the contract results in one of the parties violating their obligation, then they should be held to the punitive measures agreed upon when entering the contract.

Yes, I believe in contract. Morality is best served through the honoring of established agreements.
